River scene

A picture taken at the side of a river that shows a bridge in the distance and a boat moored by the bank. What struck me when I looked at the photo in some detail is the contraption behind the two men standing on the bank – It could be a walking assistance, but I don’t know why it would have the second set of wheels.

I suppose it could have contained a drum of rope or garden hose? Any suggestions?
