Fishermen mending nets

I’m not exactly sure what this picture shows – I’ve assumed it is fishermen repairing nets but that may be incorrect. I’ve estimated the date as the 1970s simply because that was the most popular time for 126 instamatic film which this picture was shot on, but it could be anytime between 1965 and 1980.
