Military or Scout camp in October 1976

This seems to be a gathering of people from many countries at a scout or military camp of some kind. There are flags from different countries being displayed, and many individual small groups as well as a large concentration of people in the distant right of the picture. Unfortunately, I can’t get enough definition in the scan to make out any writing and try to pin down either the event or the location.
