Narrow gauge railway
When I first saw this picture I thought it was of a family on a narrowboat talking to another group of people on the other side of the fence, but on second viewing I think it is actually a narrow gauge railway. It is difficult from this picture to work out which railway the picture was taken on since there are no identification marks visible.
