South American building – possibly 1930

A crowded street with a palatial building in the background and a market place in front of it. To the left hand side is the corner of a car which looks old enough to be made in the 1930s, so this picture could date from the same era. Unfortunately I can’t make out any writing which could give more clues as to the location or date.
