It's difficult to say if the woman is known to the photographer and therefore this is a portrait, or if she is completely unknown and this is a candid shot, although I suspect that this is candid - she doesn't seem to be very interested in the camera. The other group of people, sitting further along the wall, are paying a little bit more attention - at least the person at the end is.
The date is unknown for this picture, but I would probably have a guess at about the mid-1970s.
