A bustling town – but where?

A busy town – but where is it? The advertising for ‘Mejoral’ seems to be Spanish for a type of aspirin headache tablet so this could be South America but anyone have any better ideas?  As to the date I would guess about the 1940s based on other pictures from the same series but again – not certain. I’d love to hear others ideas.
