Portrait in front of flags

This is a portrait of these two ladies standing in front of a number of flags. Unfortunately, the film has been exposed to light and some point (presumably when the film was removed from the camera, or possibly when the back was opened accidentally) and so the picture has a heavy colour cast on one side. I wonder who these two ladies were and what the event was that they were attending?
