A public gathering

Not sure what is going on here other than it looks like some sort of public gathering. The cars in the far left look American, so I'm going to say this is a view of life in America in the early 1950s. It's a picture that shows how good Kodachrome was at covering a wide range of lighting conditions - the highlights are very bright, but there is still some detail which can be coaxed from the shadows in the group to the far right. In fact, if I had the time to scan it in more detail, there is probably a lot more detail than captured here.
