A public demonstration
This looks like some sort of public demonstration or protest about a referendum. The language looks Portuguese to me so this could be in Portugal or in a South American country.
Update 27 Dec 2016: Looks like this is probably an anti NATO demonstration in the early 1980's - possibly in Barcelona
