Crowd walking past multi-section steel bridge, Oct 1976

A large group of people walk past a multi-section steel bridge somewhere in, I believe, Europe.

There seem to be various different groups in this large group. I can see people in military uniform, and also other individual groups who seem to be wearing the same clothes. I wonder if this some sort of training exercise or scout group? Other pictures in this series have been in Holland, but I couldn’t find this bridge in an image search in Holland.
