Family eating an Ice-Cream on the side of a road

A man with his two daughters (I assume) stopped at the side of a road eating an ice cream. The location looks like a public garden of some sort and the date is probably the 1960s.

I think this family is the same one who featured in a picture in Trafalgar Square in London. The children look about the same age and seem to be wearing the same clothes, so I would guess the pictures were taken quite close together in timescale and probably in location as well which probably places this picture in London also.
