A public gathering

This appears to have been taken at a public event somewhere in the USA. There aren’t too many clues as to what was going on here – most of the people in the picture have their back to the photographer apart from one man in a bow tie in the middle of the picture. That makes me think that perhaps he is the real subject and he and his wife (taking the picture perhaps), were at some event and she took a picture of him. We shall probably never know either what the event was or who the people concerned were.
