Cars queuing at the Italian border

A Photo showing a queue of cars waiting to cross into Italy at what is presumably a mountain pass. The sky is very grey, which makes identification more difficult because to the bottom right-hand corner I can see houses, but I can’t make out if there is sea behind them, or it’s just the grey of the sky.

Taken on Agfacolor slide film date unknown, but I would guess from the cars probably 1960s/
