Entrance to a public building - October 1975

This looks like the entrance to a public building somewhere, but I don't know where it is or which building this is. The writing on the wall, although not easily readable, looks to be written in Spanish so the best guess I have is that this is in Spain somewhere.

The slide is dated, so we know this was taken around October 1975.
